The USPS 2017 rate changes take effect Sunday, Jan. 22. The changes are a mixed bag of increases and decreases (which favor large mailers). Here’s some of the major changes:

As a result, mailers will need to change their indicia imprint by July, 2018.
This change ensures mailers pay for flats based on their volume density, instead of the equipment flats are processed on. The weight limit of Standard mail automation letters increased from 3.3 to 3.5 ounces, and non-automation letters and flats 3.3 to 4.0 ounces. This enables marketers to put more content in their mailings, increase page count and weight of paper.

New to the 2017 roster, Direct Mail Starter promotion incentivizes smaller businesses to start using direct mail as a marketing channel: May – July 2017. Temporary postage discount on mail pieces that contain print-mobile technology that, when scanned, leads the recipient to a mobile-optimized website. Geared towards e-commerce marketers, the Mobile Shopping promotion offers a 2% discount for Standard Mail letters and flats that include qualifying technology (i.e., QR codes, snap tags, watermarks) inside or on the mail piece that facilitates consumer purchases through a mobile-friendly website or social media “Buy Now” features: June- December 2017 Direct mailers who “enhance customer engagement with the mail through the use of advanced print innovations in paper and stock, substrates, inks and finishing techniques” will be considered for the Tactile, Sensory & Interactive Mail Piece Engagement promotion. Standard mail that meets the requirements will be eligible for an upfront 2% postage discount during the promotional period of February – July 2017 Extended to six months (from three), the Earned Value Reply Mail program offers credits for Alternate Postage mail pieces (in addition to Business Reply Mail and Courtesy Reply Mail pieces), and increases the per-piece credit amount from $0.02 to $0.05: January – June 2017 As in prior years, the Personalized Color Transpromo promotion enhances the value of First-Class Mail by encouraging mailers to invest in color print technology in order to foster a better connection with, and response from, customers.
